Deedy Das of Menlo Ventures articulated this perspective clearly, stating that the fee “drastically reduces [the US’s] ability to innovate and grow the economy.” This sentiment is widely shared among investors who know that the success of their portfolio companies often depends on their ability to recruit a handful of brilliant engineers or scientists, regardless of their country of origin.
For a startup, a $100,000 annual fee is not just an expense; it’s a death sentence for global recruitment. That money is the equivalent of another engineer’s salary or a significant marketing budget. By making foreign talent unaffordable, the policy forces startups to compromise on building the best possible team, which in the hyper-competitive tech world can be the difference between success and failure.
