The United States has labeled Brazil’s largest criminal factions, the First Capital Command (PCC) and Red Command, as foreign terrorist organizations. This decision is based on their involvement in drug trafficking and organized crime, posing threats to regional security. According to US Secretary of State Marco Rubio, these groups represent some of the most violent criminal forces in Brazil, having extended their operations not only across Latin America but also into the United States. Initially formed within Brazil’s prison system, the PCC and Red Command have evolved into influential transnational crime networks. They are heavily involved in trafficking cocaine from neighboring countries to markets in North America and Europe.

Brazilian President Luiz Inácio Lula da Silva has expressed opposition to this classification, arguing that Brazil already has adequate mechanisms to combat organized crime.
